Kerala MDS counselling is different from many other state counselling processes because the admission is handled through the Commissioner for Entrance Examinations, Kerala, and students must carefully follow CEE registration, online document upload, nativity rules, NRI/minority document rules, option registration, CAP allotment, fee payment, and college reporting.
This guide is written for NEET MDS aspirants who want MDS admission in Kerala in 2026 through Government Dental Colleges, self-financing dental colleges, minority quota, or NRI quota. Overview — Kerala MDS Counselling Through CEE
Kerala NEET MDS counselling 2026 is conducted by the Commissioner for Entrance Examinations, Kerala, for admission to State Quota seats in Government Dental Colleges and the seats available in self-financing dental colleges in Kerala. The counselling is based on NEET MDS 2026 rank, Kerala eligibility rules, category/reservation claims, and the Centralized Allotment Process conducted through the CEE portal.
For Government Dental Colleges, Kerala has Government Dental College Thiruvananthapuram, Government Dental College Kottayam, and Government Dental College Kozhikode. The prospectus mentions 70 MDS seats in Government Dental Colleges for 2026, out of which 35 seats are surrendered to All India Quota and 35 seats remain under Kerala State Quota. Self-financing dental college seats are notified separately by the authority.

The CEE notification for Kerala MDS admission 2026 was issued on 02 July 2026. The application window mentioned in the notification is short, so students should not wait until the last day for registration and document upload.

My counselling note: Kerala counselling deadlines are not something to take lightly. If a candidate misses option registration, fee payment, document upload, or the reporting timeline, the allotment claim can be lost.

The Kerala MDS admission process is done through a Centralized Allotment Process. The major stages are online application, document upload, rank list preparation, option registration, allotment, fee payment, and college reporting. Students should treat each stage seriously because later correction opportunities may be limited.

During option registration, candidates should enter college-speciality combinations in the order of preference. The allotment is processed based on NEET MDS rank, Kerala state rank/category list, eligible reservation, seat availability, and the options submitted by the candidate.

3. Kerala MDS Fee Structure 2026
The Kerala prospectus gives the fee structure applicable for Government Dental Colleges. The self-financing dental college fee structure is notified separately. So students should not assume the same fee for private colleges.

Private Dental College MDS Fee Structure
- Management Quota fees – Rs.8,50,000 per year.
- NRI Quota fees – Rs.15 lakhs per year.
- Extra/Material fees – Rs.62,000 in the first year and Rs.22,685 from the second year.
A 5% increase in fees is submitted, and the final decision will be published on the CEEE website soon.

Important: Fee concession is not applicable for Minority or NRI quota seats. It is also not applicable to the application fee and registration fee paid for participating in the allotment process.
4. Eligibility for Kerala MDS Admission 2026
Kerala MDS eligibility should be checked carefully before applying. Merely qualifying for NEET MDS is not enough. The candidate must satisfy academic eligibility, internship rules, registration requirements, nativity conditions, and category/reservation rules wherever applicable.

Nativity Rules for Kerala MDS Counselling
- Indian citizens of Kerala origin can apply under Kerala nativity.
- OCI cardholders are treated on par with Indian citizens for UR and NRI seats, but they are not eligible for reservation benefits.
- Non-Keralite candidates whose parents are non-Keralites but who have completed BDS from a dental college in Kerala can apply, but they will not get communal, special, or PD reservation benefits.

6. NRI Quota and Minority Quota in Kerala MDS
Kerala self-financing dental colleges may have NRI quota and minority quota seats depending on college status and official seat matrix. These claims must be made during the online application itself. Students cannot normally add new reservation claims or upload missing quota documents after online submission.
NRI Quota Documents
- Passport copy and Visa / Green Card / Norka Roots ID / OCI documents of the sponsor.
- The sponsor’s employment/job status should be clear in the documents. If not, an employment certificate attested by the Embassy/Consulate may be required.
- Relationship certificate clearly establishing the relationship between the candidate and the sponsor.
- Affidavit from the sponsor on ₹200 stamp paper, notarized, stating that the student is dependent on the sponsor and that the sponsor will bear tuition and special fees for the entire course.
- If a traditional visa is unavailable, documents like Civil ID, Resident Permit, Resident ID, IQAMA, Electronic Visa, Employment Pass or Entry Visa may be acceptable as visa validity proof.
- For countries where visas are not stamped on passports, such as the UAE, a Resident Identity Card can be accepted in lieu of a visa and does not require Indian Embassy/Consulate attestation as per the cited relaxation.
- Documents attested by Indian Embassies abroad have a maximum validity period of six months.
My NRI document advice: Do not prepare NRI documents casually. Kerala is very specific about relationship proof. If the relationship is shown only as uncle, aunt, niece, or cousin without clearly explaining the family link, it can create a rejection risk.
My Personal Experience for NRI Student Registration: I have a few students who have taken my NRI guidance service, and they weren’t able to prepare their NRI documents in time for the UK Embassy. So I called the CEE office and asked them what the solution is. They said that if the employment of the sponsor is not mentioned in the Visa, they have to get the employment certificate attested from the Embassy. And other documents are not compulsory to be notarized by the embassy.
But when we logged in to upload the documents, the CE portal clearly says that an attested copy of all NRI documents like passport, visa, etc from the Indian Embassy.
And the CEE customer care is always busy, and it feels like winning the lottery when they attend the call.
Minority Quota
Candidates seeking Christian or Muslim minority quota seats in self-financing dental colleges having minority status must upload the required Non-Creamy Layer certificate for Kerala State Education purposes or a Minority/Community certificate along with the online application.
7. Documents Required for Kerala MDS Counselling
Document upload is one of the most important parts of Kerala MDS counselling. Uploaded certificates should be original, colour scanned, clear, and generally in PDF format as per the application instructions. Originals must be produced later whenever required by CEE or the admitting college.

- Income certificate, if claiming an educational concession based on income.
- Inter-caste marriage certificate, if applicable.
- Age proof for service candidates.

- NRI quota documents, if applying under NRI quota.
- Service declaration, if service candidate.
- EWS certificate, if claiming EWS reservation.
Documents to Produce at Admission
- Printout of acknowledgement page.
- CEE PG Dental / MDS admit card, if applicable.
- Allotment memo issued by CEE.
- Date of birth proof such as SSLC certificate, senior secondary certificate, passport or birth certificate.
- BDS degree certificate/qualifying examination certificate.
- CRRI / internship completion certificate.
- Eligibility/equivalency certificate from KUHS for candidates who completed BDS from outside the Kerala University system, wherever applicable.
- Kerala Dental Council registration certificate and up-to-date renewal certificate.
- NEET MDS 2026 score sheet.
- Originals of all uploaded certificates/documents.
- Transfer certificate and conduct certificate from the institution last studied.
- Relieving order for government service candidates, if applicable.
- NBE NEET MDS admit card.

8. Bond, Stipend, Service and Liquidated Damages
Kerala MDS candidates admitted to postgraduate dental courses have to execute bonds at the time of joining. Non-service candidates admitted to MDS have a one-year government service obligation after completing the course, as decided by the Government. Service candidates have a longer service obligation as per service quota rules.

9. My Kerala MDS Counselling Strategy
For Kerala MDS counselling, I do not recommend preparing the option list only based on the college name. Kerala has limited government MDS seats, and the branch-wise competition can be high. In self-financing colleges, the practical decision depends on fee, branch, patient flow, NRI/minority eligibility, location, stipend, if any, and the candidate’s willingness to join if allotted.
